About — Korea Climate Citizens' Assembly Moderator Archive

What This Site Is

This site is the open archive of an individual moderator working with Korea's first national Climate Citizens' Assembly (2026) — a body of 200 members (20 planning + 180 deliberating) convened to learn, deliberate, and recommend national climate policy.

The Assembly is the world's first permanent national-level climate deliberative body, established under Article 19-2 of Korea's Framework Act on Carbon Neutrality and Green Growth in Response to the Climate Crisis (Carbon Neutrality Framework Act). It launched on 16 May 2026.

Why This Exists

Three problems motivated this archive:

  1. The "one-off public forum" problem. Citizens invest significant time crafting recommendations, but what happens to those recommendations afterward — and what the next cohort of citizens should reference — is often opaque.
  2. International invisibility of the Korean model. The UK, Ireland, and France climate assemblies are well-documented in English-language research. The Korean model has, until now, no primary English-language reference material. OECD, UNFCCC, and international researchers have had no citable source for Korea's approach.
  3. Privatization of moderator know-how. How facilitators run small-group deliberation, respond to citizen questions, and synthesize agendas tends to live only in individual moderators' heads.

This archive is one individual's attempt to address all three at once — open, citable, multilingual, durable.
